Spencer was a founding member of Chinese Canadian Association of Hong Kong (：CCA；), Canadian International School of Hong Kong (：CDNIS；), UBC Alumni Association of Hong Kong, Yee Hong Community Wellness Foundation of Hong Kong Limited. He co-founded CCA in 1987 and was Chairman of CCA in the years 1988-1989, 2003-2004 and is this year・s Chairman and Chief Editor of CCA・s Newsletter. He is a graduate of UBC with degrees in B.Sc. (1st class Hons.) and LL.B. He is currently an Ex-officio Governor of CDNIS representing the members of its Foundation and sits as a member of its Chinese Studies Subcommittee. He is a solicitor and a Notary Public and has been operating his own firm under the name of Spencer Lee & Co. since 1993.
